This nationally recognised Level 3 micro-credential has been developed to equip workers undertaking low-risk, low-impact activities within the road reserve with the practical knowledge and skills required to safely identify hazards, assess risks and apply appropriate control measures.
While inspection activities may fall within the scope of this programme, the learning extends well beyond inspections. Participants develop the confidence to assess changing conditions, communicate effectively with their team and make informed decisions that support safe outcomes in real workplace environments.

Pre-Requisites
There is no prerequisite for this training programme, however learners must have access to a workplace that can meet the work based component of this skill standard (log book of activities).
ID: You must be a NZ Resident or NZ Citizen, or on a current and valid work visa where your employer requires you to complete this training as part of your role.
Who Should Attend:
This programme is designed for people needing to access or work in the road corridor for low risk, low impact activities, where TTM is not their primary role. Examples may include —
- > Grounds & Maintenance: Landscaping and gardening contractors, council parks and reserves teams, weed spraying and vegetation control staff.
- > Inspections & Audits: TTM auditors, council employees, planners, engineers, and designers undertaking site visits, surveys, or hazard ID.
- > Surveying & Monitoring: Surveyors, environmental or traffic monitoring staff, installers of traffic counting devices.
- > Construction & Property Services: Builders, tradespeople, fencing and paving contractors carrying out non-invasive works near verges or footpaths.
- > Utilities & Infrastructure: Staff checking meters, servicing cabinets or streetlights, minor inspections, lines operators or smart meter installations.
- > Facility & Asset Management: Property maintenance firms, signage crews, security technicians, rubbish/recycling collection, or litter retrieval.
- > Environmental & Cleaning Services: Street cleaning, window or building facade cleaning, bus stop cleaning, graffiti removal, pest control, animal control.
- > Transport & Delivery: Couriers or logistics staff with temporary roadside stops.
- > Anyone who needs to be within the road corridor but not set up static worksites.
If you are involved in installation of TTM closures on the live lane, which could include inspections/non invasive work, you may need to look at the TMO / STMS qualifications for this.
Inside the Programme:
- eLearning
- Record (Log Book) of Low risk, low impact related TTM Activities (18 hrs) (pre workshop)
- Theory Workshop (half day – online or in person) which includes the following topics:
- Hazard Identification and Risk Assessment
- Defining a Low Risk, Low Impact Activity
- Identifying and Engaging with Stakeholders
- Communicating and documenting stakeholder feedback
- Practical application – how to apply this in the real word
- Completing documentation
- Trigger Points
- Practical Assessment & reflection (half day in person) contextualised to your role. This assessment is completed using either your workplace Risk Assessment and TMP (if it is suitable for assessment purposes) or our Training Risk Assessment and TMP relevant to your role. Assessment Tasks Include:
- Identifying and recording environment and activity context
- Confirming content of the risk assessment with stakeholders
- Pre-site planning and pre-site checks are completed
- Review risk assessment, site specific check, and briefings
- Establish Trigger Points
- Carry out the low risk, low impact activity
- Complete onsite records
- Assessment can be completed with our Elite Safety Training Assessors on the same day as the workshop, or with your workplace verifier (approved by Elite Safety Training).
Booked the Training Programme? What happens next…
- Once you have booked the programme, the learner will receive an email to complete enrolment, and once complete the employer will get notification that the learner has been accepted onto the programme.
- From there the learner will receive a log in to our online portal. This will be where the eLearning can be completed, and any relevant log book templates can be uploaded. You must complete this before you attend the workshop.
- Attend an in person workshop or online live workshop (morning).
- Complete a practical assessment in person with an Elite Safety Training assessor (in the afternoon) or with your approved workplace verifier.
- Complete reflection questions as part of the assessment.
- Once the assessment is successfully completed you will be advised if you have achieved successfully completed the programme. If not yet achieved you will be given further opportunity to complete part or all of the assessment again.
Pricing & Payment:
- Cost – $645+GST per person. Contact us for group booking charges.
- An invoice will be generated, and payment is required by due date on the invoice.
- All workshops must be paid in full prior to attending unless you have an arrangement with us.
Cancellations:
There are limits on how many trainees can attend each workshop, so we do have wait lists for workshops. Because of this we have a cancellation policy, which is in place to make sure that if there is a cancellation there is enough time to be able to fill your space before the workshop. While inspection activities may fall within the scope of this programme, the programme is broader than inspection alone. It focuses on identifying hazards, assessing risks, and applying appropriate controls for a range of low-risk, low-impact activities undertaken within the road corridor.
Whether this programme is appropriate for a particular role will depend on the activities being undertaken and the requirements of the PCBU. We recommend reviewing the learning outcomes and discussing your requirements with your PCBU before enrolling.
This programme is designed for people who need to access or work within the road corridor where Temporary Traffic Management is not their primary role.

While some practical activities may be completed in a simulated environment provided by Elite Safety Training, this programme is intended for people who undertake, or will undertake, activities within the road corridor as part of their role.
This programme uses a blended learning approach which may include eLearning, workplace activities, workshops, and assessment.
Some components may be completed online; however, learners must still meet all assessment requirements. Practical activities may be assessed in person or through approved workplace verification processes.
Workplace evidence is evidence collected from a learner carrying out activities in a real or simulated work environment. This may include completed tasks, observations, photographs, workplace documents, discussions, or other evidence required to demonstrate competency.
A workplace verifier is a person who observes a learner undertaking practical activities and confirms that the activities have been completed.
Workplace verifiers are not responsible for determining assessment outcomes. Their role is to act as an observer on behalf of Elite Safety Training. All assessment decisions and competency outcomes are determined by an Elite Safety Training assessor.
Workplace verifiers should be familiar with the learner’s role and have sufficient knowledge and experience to observe the required activities being completed safely and appropriately.
All workplace verifiers must be approved by Elite Safety Training before verification can occur.
Typically, this programme is completed within 45 days; however, completion timeframes may vary depending on the delivery model and assessment requirements. Learners will be advised of the expected completion timeframe during enrolment and induction.
We recommend completing the required eLearning and workplace activities as soon as possible, as these components must be completed before attending the workshop.

If you do not meet the assessment requirements on your first attempt, Elite Safety Training will discuss the outcome with you and provide guidance on any additional learning, evidence, reassessment opportunities, or support that may be available.
Yes. Where all programme and assessment requirements have been successfully completed, Elite Safety Training will report the achievement of Skill Standard 40231 and micro credential 5148 to NZQA.
Learners must have a valid National Student Number (NSN) before credits can be reported.
Learners who successfully complete all programme and assessment requirements will be awarded Skill Standard 40231 and, where applicable, the associated NZQA-approved micro-credential.
Achievement will also be recorded on the learner’s NZQA Record of Achievement. You will receive a certificate once your credits have been reported to NZQA.
