TMO Non Practicing Workshop Overview:
Unit Standard 31959 (Level 3, 5 Credits)
This One-Day theory workshop replaces the TC (Traffic Controller) Workshop, and is the second step in TTM unit standard qualifications. This workshop can also act as a refresher to your TC/TMO qualification. The trainee will learn the theoretical knowledge of the TMO role, and prepares the trainee (once briefed by the STMS in charge) to:
- Category A Roads:
- Undertake a roadside activity where the vehicle is legally parked and accessed from the non traffic side.
- Category A and B Roads:
- Set up, maintain, and remove TTM for roadside or shoulder activities where all TTM equipment (including TTM vehicles) is outside the edgeline (or inferred edge line e.g edge of seal)
- Maintain TTM at an existing static worksite when STMS in charge is away from the worksite. The STMS must return to the worksite to carry out any required changes.
- Complete inspection activities. The TMO warrant enables the holder to oversee and undertake inspection activities. They are not required to report to an STMS for the inspection activity.
- Please note: to be able to undertake the above tasks the trainee needs to complete the TMO Practicing qualification Unit Standard 31960), separate to this workshop.
- undertake a roadside activity where the vehicle is legally parked and accessed from the non-traffic side
From 1 November 2024, on successful completion of this workshop you will receive:
- NZQA Unit Standard 31959 – Demonstrate knowledge of stakeholders and operational requirements for temporary traffic management.
To gain the TMO Practicing Qualification you will then need to complete mentor verifications and assessment tasks (Elite Safety provide this). This is an additional cost to the Non Practicing Workshop. Our 2 Day TMO Practical Training blocks are advertised online and you can book these any time:

Your trainer is a qualified TTM Trainer/Assessor/Mentor/Planner as well as a practicing STMS, with over 20 years of experience in the TTM industry
Pre-Requisites:
- If you are new to Traffic Management and have never held a warrant before you must complete the TTM Worker Unit Standard 31958 Workshop first.
- If you have held a TTM warrant in the past and want to refresh to TMO Level you can go straight to this workshop.
Who Should Attend:
Anyone in the Traffic Management Industry that needs to complete their job safely while working on the road. This can include but it not limited to:
- Civil Contractors, Consultants, Engineers, Surveyors, Project Managers, Event Teams, Construction Teams, Utility Operators, and TTM Workers.
- Anyone progressing to an onsite TMO or STMS on a Cat A, B or C road environment
- Progressing to a Traffic Operations Manager
- Progressing to a TTM Planner, Approver, Auditor, Traffic management Coordinator or Corridor Manager.
- Other industry examples such as council staff, landscapers, gardeners etc
Workshop Content:
- Understanding the TMO role (what you can and can’t do)
- Risk assessments and how to manage risks
- Gain Knowledge of CoPTTM requirements and how to read a TMP
- Understanding on how to Complete inspection activities
- Minding a worksite when STMS is absent
- Worksite checks, On site records and other H & S paperwork.
- Briefing onsite crew and visitors
- Manage manual traffic controller (MTC) activities
- Dealing with common worksite situations, the public, and working with staff.

Once you have booked the workshop using the booking link above:
Before the Workshop:
- You will then receive email confirmation of the workshop booking outlining what to bring to the workshop. You will also be sent up to 3 reminder emails and a text reminder before the day.
What to Bring:
- If you have access to a tablet/laptop you can bring this along to the workshop with the downloaded TMO Handbook that we will email out to you in the above confirmation email (mobile device is not suitable for this). Otherwise a hard copy is provided on the day.
- If you haven’t already provided this to us, please bring either your NSN Number (National Student Number) or Photo ID (must be passport or Birth Certificate) with you on the day. If you don’t know your NSN number you can either call NZQA on 0800 697 296 or follow this link to obtain online.
Day of the Workshop:
- Start time is normally 8.20am with an 8.30am start. Finish time is approx. 4.30pm.
- Morning tea and a light lunch is provided.
- This session will be at one of our conference venues, and is indoors all day.
- There will be theory assessments to complete throughout the day. If you have a learning difference we need to be aware of please let us know.
After the workshop:
- On successful completion of the workshop, your Unit Standard 31959 will then be registered with Connexis.
- You will then receive a certificate from Elite Safety within 7 days confirming completion of the workshop and the Unit Standard.
Pricing & Payment:
- Cost – $445 + GST for the 1 day workshop per person. This includes the cost of $32.50+GST to register 5 credits with NZQA for unit standard 31959.
- An invoice will be generated, and payment is required by due date on the invoice.
- All workshops must be paid in full prior to attending unless you have an arrangement with us.
Qualification:
Waka Kotahi (NZTA): Please note from 1 November 2024 Waka Kotahi will no longer issue warrants for this qualification. You will however receive the following NZQA Unit Standard:
- NZQA Unit Standard 31959 – Demonstrate knowledge of stakeholders and operational requirements for temporary traffic management.
Cancellations:
There are limits on how many trainees can attend each workshop, so we do have wait lists for workshops. Because of this we have a cancellation policy, which is in place to make sure that if there is a cancellation there is enough time to be able to fill your space before the workshop.
