TTM Training Qualification Changes 1 November 2024 – What you need to know…

Temporary Traffic Management Training and Competency Changes effective 1 November 2024
In October 2024 Waka Kotahi intends to retire CoPTTM (the Code of Practice in Temporary Traffic Management). In turn, from 1 November 2024 Waka Kotahi will also cease administration and registration of some TTM warrants where there is an identical unit standard offering. See announcement here. For any warrants that don’t have a current unit standard offering, these will continue to be administered and registered with Waka Kotahi as a warrant. All existing unit standards will remain available and continue to be one of the methods for you to provide evidence of TTM competency.
Elite Safety will continue to deliver both the theory and practical unit standards, as well as the Inspector and STMS Mobile TTM warrants, as we have done for the last 3 years. This training will help you form part of an overall training plan for your staff, and we are here to help you create training logs and roadmaps for your team.
You will still be able to obtain all of the below the same as you have done in the past with us, however for some you will receive a unit standard only, and for some you will receive an Waka Kotahi (NZTA) TTM warrant.
What should you do as an Employer…
Your responsibilities as an employer/business owner do not change. You are still responsible for ensuring your team are adequately trained and competent in their roles to complete their job safely, as this is a requirement for any business (PCBU – person conducting business or undertaking). The Health and Safety at Work Act 2015 states you must provide sufficient training, instruction and supervision to ensure your workers can perform their tasks safely. This applies now, during and after we transition to the new TTM Credentials Framework currently in development.
The changes effective 1 November 2024 that while some Waka Kotahi (NZTA) warrants will no longer be issued by Waka Kotahi, existing unit standards will remain available as they have done for the last 3 years, and can be used as evidence of capability and competency for your staff.
Remember though, this is only a part of what you can do for your team as an employer, you will still need to ensure that your business and your workers are fully equipped with the necessary skills and knowledge, including refreshing their knowledge. This might look like on the job mentoring, coaching, and regular refreshing of training (workshops and practical tasks) to refresh competency. Elite Safety can help you map this out for your teams.

What should you do as an Individual…
The unit standards within the training programmes we provide, will continue to be offered, and can provide some evidence of competency. The discontinuation of the TTM Warrant, does not mean you should let your training and competency lapse. You need to make sure that your training and competency is current, not only will it help map over your qualifications to the new TTM Credentials Framework when this is launched, but it will form part of ongoing evidence of competency
Expiring TTM Warrants…
If your current TTM warrant (TMO NP/P; STMS NP/P) is expiring soon there are a couple of ways you can “refresh” this:
| Option 1: | Renew your warrant before 1 November – you can choose to renew your warrant under the existing system, but make sure you also get the relevant unit standards with your training – Your TTM warrant will show on the CoPTTM search, and you will receive the unit standards relevant to that training. Talk to us about this! |
| Option 2: | After 1 November you can attend the relevant training as you always have ie workshops, followed by verifications and assessments, and gain the unit standards that accompany that training. You will not receive a TTM warrant. Talk to us about this! and see below |
| Remember: | Inspector warrants and STMS Mobile warrants are continuing under Waka Kotahi warrant based system, when these expire you need to attend the workshops and practical assessments if required to refresh your warrant. |

What Training Programmes should you attend for Expiring Warrants…
STMS Non-Practicing Warrant:
If you have an STMS AB NP warrant (current or expired within the last year) and never received unit standards for this, you can sit the 31962 assessment as part of our STMS refresher workshop. Once you have completed the 31962 assessment we can issue you with Unit Standards 31959 and 31961 aswell.
STMS Practicing Warrant:
If you have an STMS AB Practicing warrant (current or expired within the last year) and never received unit standards for this, you can do the following:
- Attend our refresher workshop to gain unit standard 31962 (STMS AB NP). We can then issue you with Unit standard 31959 (TMO NP) and Unit Standard 31961 (STMS U).
- Complete the TMO Practicing unit standard 31960 followed by 2 verifications and one final assessment by our assessor, to gain STMS Practicing Unit Standard 31963. We can also issue you with Unit Standard 31958 (TTM Worker) if you complete both 31960 and 31963.
There is currently a Record of Prior Learning process currently under development by Connexis for those that have not received unit standards before, and just gained warrants as refreshers. We are unsure at this stage when this will be available. So for now you will need to follow the above process.
It’s important to note that there is some cross over in the TMO Practical tasks and the STMS practical tasks, talk to Elite Safety about how we can complete all closures to be able to sign off both unit standards.
TMO Practicing Warrant:
If in the past you chose to just complete the TMO practical assessment and not verification tasks to gain the TMO Practicing warrant, you would not have been able to receive the Unit Standard 31960 (TMO P). If your warrant is coming up to expiry, you should attend the TMO Non-Practicing Workshop to refresh your knowledge, gain US 31959, and then complete our 2 day TMO practical training block to gain Unit standard 31960, and we can also issue you with the TTM Worker Unit Standard 31958.
Important – While we are in this transition phase, it is really important to continue to show current competency, so when the new TTM credentials framework is released, assessors will be able to look at your current record of learning (ie unit standards) and map these over to the new unit standards that correlate. If you have never been issued with the existing unit standards and you choose not to “refresh” you won’t have any NZQA unit standards against your record of learning to show current competency. If you need to refresh your qualification, attend the relevant workshops to gain the corresponding unit standards, and we will provide you with a practical training plan to gain the practical unit standards.
For any trainees already booked on practical assessments – we will give everyone the option of completing all tasks for TMO and STMS to gain the relevant unit standards for you or your team.
